President of Statistics Poland

The President of Statistics Poland manages the work of the Office, performing his duties with the help of the management, which includes vice presidents and the Civil Service Director of Statistics Poland. He is responsible for organizing and conducting statistical research and making the resulting statistical information available. In addition, he supervises the conduct of censuses and cooperates with international organizations in the field of statistics.

The function of President of Statistics Poland is currently held by Dr. Marek Cierpiał-Wolan, Prof. UR.

Tasks of the President of Statistics Poland:

• prepares a draft of public statistical surveys, presents the draft to the Council of Ministers, and then coordinates the survey process;
• supervises the quality of surveys: coordinates work related to the assessment of the quality of statistical surveys and supervises methodological work;
• supervises the publication of research results and statistical analyses, as well as the development of indicators characterizing the socio-economic situation of the country;
• develops and announces demographic forecasts and statistical economic and social forecasts;
• prepares and publishes the National Health Account in the Official Journal of the Republic of Poland, Monitor Polski;
• conducts censuses;
• presents statistical information to the President, the Parliament and Senate, government administration bodies, the Supreme Audit Office, NBP, local government bodies, and other government institutions within the scope, deadlines, and forms specified in the statistical research program;
• keeps central registers, the most important of which are: REGON and TERYT.

Exercises direct supervision over the work of:

• Office of the President (GP), including direct supervision by the Civil Service Director of Statistics Poland over work in the field of internal control, internal audit, and the maintenance of company archives and records of access to file resources;
• International Relations and Statistical Cooperation Department (WM);
• Education and Communication Department (DK);
• Administration and Budget Department (DB) within the scope of the first-level administrator’s activities;
• Stefan Szulc Central Statistical Library (CBS);
• Statistical Computing Centre (CIS);
• Statistical Publishing Establishment   (ZWS).

Vice President of Statistics Poland for Social Statistics

The Vice President of Statistics Poland for Social Statistics supervises the implementation of statistical surveys on broadly understood social aspects, such as demography, the labor market, education, health, living conditions, culture and tourism, and environmental protection. He supports the development of research methodologies, analyzes results, and ensures their publication in accordance with international standards. In addition, he is involved in cooperation with data managers, information users, and international organizations, and promotes Polish public statistics internationally. He replaces the President of Statistics Poland in his absence.

Hanna Strzelecka currently serves as Vice President for Social Statistics at Statistics Poland.

She supervises the implementation of tasks by:

• Demographic Surveys Department (BD);
• Social and Labour Market Surveys Department (SP);
• Agriculture and Environment Department (RŚ).

Vice President of Statistics Poland for Information Technology

Dominika Rogalińska currently serves as Vice President for Information Technology at Statistics Poland.

Civil Service Director of Statistics Poland

The Civil Service Director of Statistics Poland ensures the functioning and continuity of the Office’s work, organizing its activities in accordance with the provisions of the Civil Service Act. In addition, she represents the Office externally, including in proceedings before common and administrative courts, and grants appropriate powers of attorney. The Civil Service Director of Statistics Poland reports directly to the President of Statistics Poland.

Anna Borowska currently serves as Civil Service Director of Statistics Poland.

Civil Service Director of Statistics Poland:

• ensures the functioning and continuity of the office, the conditions for its operation, as well as the organization of work, in particular by:
  • exercising direct supervision over departments in terms of the proper performance of tasks specified by the President of Statistics Poland;
  • supervising the organizational aspects of work on the timely preparation of the draft budget and the executive budget in the part concerning Statistics Poland;
  • submitting a request to the President of Statistics Poland for the adoption of the organizational regulations of Statistics Poland;
  • establishing internal regulations for departments and establishing work regulations;
  • management of Statistics Poland property, including commissioning services and making purchases for Statistics Poland, and ensuring that records of the Office’s assets are kept;
  • exercising the powers of the contracting authority within the meaning of the Act of January 29, 2004 - Public Procurement Law;
  • representing the State Treasury in relation to the property of Statistics Poland;
  • supervising the conduct of internal control and audit at Statistics Poland;
  • ensuring compliance with regulations on legally protected confidentiality, including statistical confidentiality and state and official secrets;
  • ensuring compliance with legislative drafting principles;
• performs activities related to labor law with regard to persons employed at Statistics Poland and implements personnel policy;
• issues orders and may authorize department directors and other employees in writing to make decisions on matters falling within the scope of the Office’s Civil Service Director’s responsibilities;
• is the administrator of the budgetary funds of Statistics Poland and acts as a third-level administrator, managing additional funds obtained by Statistics Poland;
• cooperates with the trade union organization operating at Statistics Poland in matters provided for in this regard for the manager of the workplace in separate regulations;
• performs tasks other than those specified above, as authorized by the President of Statistics Poland, specified each time by the President of Statistics Poland;
• exercises direct supervision over the work of Administration and Budget Department, Organisation and Personnel Office, Office of the President.
